This is a small place near Barangay Lumangan. It was called Bugtong Diday being near Barangay Diday. Houses are scattered in groups of 2 or 5 mostly constructed by the owner in their farm land.
Year 1972, the place was headed by Conrado Polido. The people decided as to what name shall be given to the barangay. The residents decided to name the place Bugtong Lumangan because it is near to Lumangan and Bugtong because of the presence of a single small mountain located at the center of the barangay.
When Floro Mondido was elected Barangay Captain in 1982, the barangay celebrated its patronal fiesta in honor of St. Joaquin and St. Anna. This festivity was continued by Mamerto Fillone when it headed the barangay in 1989-1994.
In 1994, Joey Montias was elected as Barangay Captain until 2002. The barangay had its improvement through the assistance of then Mayor Julieta N. Flores and the incumbent Mayor Gerardo N. Flores.
The present administration was headed by Elvis Nieles. The barangay is now heading to more developments through the help of its people.
