The small barangay of Fundacion is along the provincial road to Igbugo between Potrido and San Fernando in Oyungan Valley. The name Fundacion was given by the pioneering residents who settled in the place after they found it.
Before, during and shortly after World War II, the place was headed by Vicente "Pripiri" Fandandoyan. He was succeeded by Crisanto Monreal, Maximo Nebril (1956-1959), Anacleto Naig (1960-1963), Juan Nebril (1964-1967) and Felix Nepueto (1968-1971), Anacleto Naig (1972-1979). Fundacion was joining San Fernando in the celebration of their barrrio fiesta in the month of May.
In 1980-1983, the place was headed by Margarito Morano, Gloria Mondido (1983-1989), as Officer-in-Charge (1989-1990). Victorino Nacanan as Barangay Captain. It is during his administration that the residents planned of separating their fiesta celebration from Barangay San Fernando.
It was December 28-29, 1990 when the barangay celebration its first patronal fiesta in honor of Nuestra Seņora de los Remedios. After a year of service, Victorino Nacanan rendered his resignation. Rogelio Nacanan assumed the three months unexpired portion of his term. Anecito Nebril (1991-1994) was elected as head of the barangay. Nenita Monreal won the 1994 national and local election. It is during her administration, in cooperation of her barangay officials, residents and Php5,000.00 cash donation from Board Member Ompong Legaspi that a Multi-purpose pavement was constructed. The construction of the basketball court and barangay street light came from the 20% IRA of the barangay.
1997 upto the present, Punong Barangay Serrano Nillos together with his barangay officials that they maintain the projects o the last administration and also implemented projects such as barangay footwalk from provincial road to barangay chapel, barangay hall, barangay stage and lastly the water supply system.
